Prof. Dr. Mukhtarbay Otelbayev began his academic journey at Kyrgyz State University in Frunze (now Bishkek). His studies were briefly interrupted from 1962 to 1965 when he served in the Soviet Army. Following his service, he pursued advanced education at the Mechanics and Mathematics Department of Moscow State University, where he graduated in 1969. Recognized for his academic excellence, he was immediately accepted into graduate school and successfully defended his Ph.D. dissertation in 1972 on the topic "On the Spectrum of Some Differential Operators." After completing his Ph.D., Prof. Otelbayev started his career as a junior research fellow at the Institute of Mathematics and Mechanics of the Academy of Sciences of the Kazakh SSR in Almaty. In 1978, he defended his doctoral dissertation on "Estimation of the Spectrum of Elliptic Operators and Related Introductory Theorems" at Moscow State University, in a council led by the legendary mathematician A.N. Kolmogorov. His professional career saw him take up significant roles, including Rector of the Dzhambul Pedagogical Institute (1985–1986) and organizer/director of the Institute of Applied Mathematics (1991–1993) in Karaganda.

Since 2001, he has served as Deputy Director of the Kazakhstan branch of Moscow State University and Director of the Eurasian Mathematical Institute at L.N. Gumilyov Eurasian National University.
