Prof. Dr. Mukhtarbay Otelbayev began his academic journey at Kyrgyz State University in Frunze (now Bishkek). His studies were briefly interrupted from 1962 to 1965 when he served in the Soviet Army. Following his service, he pursued advanced education at the Mechanics and Mathematics Department of Moscow State University, where he graduated in 1969. Recognized for his academic excellence, he was immediately accepted into graduate school and successfully defended his Ph.D. dissertation in 1972 on the topic "On the Spectrum of Some Differential Operators." Under the supervision of distinguished mathematicians, he laid the foundation for his career in mathematics and mathematical modeling.

After completing his Ph.D., Prof. Otelbayev started his career as a junior research fellow at the Institute of Mathematics and Mechanics of the Academy of Sciences of the Kazakh SSR in Almaty. He later progressed to senior research fellow and head of the laboratory. In 1978, he defended his doctoral dissertation on "Estimation of the Spectrum of Elliptic Operators and Related Introductory Theorems" at Moscow State University, in a council led by the legendary mathematician A.N. Kolmogorov.
